I'm confused here, do you want to multiply the frequency
or divide it? You used both terms in the same sentence.
Division is a matter of clever use of flipflops. Multiplication
can be done with the same division ratios, but with the
flipflops inside the loop of a PLL (CD4046 is probably the best).
