The pwm "carrier" frequency could be the PLL's own 
VCO frequency, of course. Then it's still synchronous.

Hmm, thinking a little further: With the VCO for PWM
carrier, in the end the "chopper" method might lead
to the same results as the original method, so it might
be just a different implementation to get the very same
alternating divider factor output ... (So nothing
is gained over the first method.)
