I read the 8245 as the date of manufacture, the 45th week of 1982. Guessing
but it is probably a custom part, 5281 may be the primary part number. Exar
is know for various fast communication ICs; SONET, T-3, FDDI.

It it a loose part or part of a board?

Take care,
John
