Use transistor to block ProgramEnable input while Hold is applied.
Base thru resistor to CarryIn input, collector to ProgramEnable,
emmiter to ground. And insert a resistor between ProgramEnable
and whatever output that was connected to it before.

Or using gates...
you really want me to tell the 'schematic'? ;)

You might also change this 40kHz counter outputs, so that
e.g. Q1 doesn't go to P1 of second counter, but for example
to P3, etc. That may move it slightly from 'pseudo' to 'random'
side.
