Well, if we're talking about frequency shifting, a phaser does that(in a
way).  If you were to un-mix the straight signal, you get a vibrato.  If you
can find a way to modulate the phase shift with some signal (not real hard)
you'd get something closer to FM and it might sound interesting, but maybe
not.  I'm imagining a carrier tone that gets deviated as time passes.  I
guess it might be kind of annoying to hear that carrier.
