Howdy and welcome...

You can easily generate infrasounds on almost ANY synthesizer
directly.  If you can't you could modify them to include an octave
divider and get as arbitrarily low as you wish.

The problem will be how to do generate any substantial acoustic
output at that frequency.  Most speakers are hard pressed to go down
to 40Hz... the lowest note of Bass Guitar.

There are many designs for subwoofers... that is where you need to work.
oh... and get a really BIG amplifier as well....
