  Here is a thing to try that I've found to be the root of problems with 3 
different P-600s:

  Replace the flexible 'spectra-strip' cables that go from the CPU board 
to the voice board.  These things can break internally and cause all kinds 
of subtle as well as gross malfunctions.  If you have removed the boards 
several times or flipped one over on top of the other during 
troubleshooting, it is very possible one or more strip wires are now 
fractured.

  I replaced them with vertical headers and short ribbon cable/pin/housing 
assemblies.  Now, to remove a board one just unplugs the cables from the 
headers.  So much easier...
