Hmm, a 'swingchroniser'. Never heard this name, but it sounds rather interesting - I guess it warps the timing of the 24 ppqn DIN sync signal to create grooves. e.g. for a "shuffle" effect, delay the 2nd and 4th 1/16 note of every 1/4 quarter note (in 24 ppqn terms this is the 7th and 19th pulse of every 24).
IIRC the TR909 has a shuffle knob - not sure if this works in the analog or digital domain tho (I've had a quick look through the services notes and couldn't find any mention of this knob - either I didn't look carefully enough, or I have false memories ;)
