You don't need a sleeve, you can do it with 3 washers.
All three have to fit the jack fairly closely, and one has to be able to fit inside the existing hole (a spring washer might do) while being of less thickness than the panel.
The idea is, the centre washer stops the whole thing wandering around.
OK, it is a kludge, but it works, and I have used it to fit 1/4 inch switches in 1/2 inch holes.
I sure wouldn't mind hearing about a reliable source of sleeves, or flanged
washers or what the hell they are called, though!
