[sdiy] Top-octave CPLD

This is something I have been wanting to do as well, but, just can't
seem to get around to it. I tried to put one in an XC4003, although,
not an exact replacement. I started with a higher clock to attempt to
get more acurate frequencies, but it wouldn't fit...
The only problem for me in expressing interest is I really should
not be making any unessesary expenditures...
