Simon,
The way to make it as small as possible is to use a
'wall wart' transformer. In this case, I'd go for an
AC wall wart and use positive and negative voltage
doublers to get my dual supplies. Then its a matter of
regulation. If your draw is low, just use zeners. The
other choice is 3-terminal regulators, either
7815/7915 or LM317/337.
