Well lets not go the the 'wacks off' mode either.
Parallel banks of caps would have the current dominated
by the one that is most in need of reforming the electrolyte.
So as it reformed, its not-so-bad-off companions would get
some current as well.
One guy I know likes to put a low wattage lightbulb in
series so that if the current takes a sudden run, the lamp
lights and the resistance goes way up, limiting the current.
You could do 'banks' easily. If one cap refuses to cooperate
you would then have to separate them to find the offender.
