I've read about cell-phone wavetable synthesizers couple of years
ago when I wanted to make synth using one of the DREAM series.
I can't even remember if it was Dream that made also those smaller
synths with reduced polyphony and features. They exactly specified
it's for phones, so I wasn't surprised when they finally appeared
recently.
I made a handheld wavetable polysynth once. It was small box with MIDI
input, mini stereo jack output and full GM set inside. It was smaller than
walwart supplying it and used old Crystal chip, discontinued now.
