Depending on how you look at it, there's a bit of a trade-off between 'easy to build' and 'cheap'. IMHO, the _easiest_ way to a 303 clone is to buy a 303 clone PCB that someone has already done, and just put the bits onto it, and it's sure to work without hassle. On the other hand, the cheapest way is to do a search on Google for the 303 schematics, and build it on a piece of veroboard or etch your own PCB, which of course requires a little more electronic experience. If you do this, make sure you're aware of some of the errors the original TB303 schematics contain. The TB303 schematics are easy to find on the web. Be prepared to have to deal with the issue of obtaining or substituting some now very obsolete semiconductors. 

The image you enclosed is actually my friend Mark Smith's TB303 clone. I've played with it; it's very cool. He might be prepared to make you a PCB for it even. It's worth contacting him. His clone is DCO based. 

Then there's the TB3031: http://www.oakleysound.co.uk/tb3031.htm. Getting one of these PCBs from Tony is most definitely the easy way - the boards are excellent quality and supplied documentation is just brilliant. The bonus is that all of the parts you require are relatively easy to obtain.
