Funny, that's were I got a fairly large supply of the stuff about 20 years
ago. In fact, I still have plenty left for breadboarding. (It does work
well for that.)

At the time, I was installing medical x-ray equipment into a newly
constructed  wing of a hospital. There were lots of construction workers
around, including workers installing telephone and electrical lines. Those
fellows trashed huge amounts of wire. 

So yes, you can find it in dumpsters; especially during the construction of
office buildings.
