A Yamaha CP70 is better. It has the pickups already built in ;-)

Now seriously:
I think such pitch/frequency quantizers already exist. They are used
to correct the pitch of singers with poor intonation. As far as I
understand it, these are pitch shifters plus some input pitch
detection, to get the desired amount of shift that gives the desired
output pitch.
