Cheap analog to 3 bit digital:

a voltage into a 3914.  first eight outputs of the 3914 into a 8 in, binary
out multiplexer.  Multiplexer 4 bit binary out - only three of the bits will
do anything (remember, there only 1 thru 8 going into it).

There you have it - a simple A to D converter.
