You mat try thinking of using the very similar CD4022. It was the basis for
the Oberheim Mini-Sequencer. I have the full schematics on my site (along
with everything else Oberheim analog I can find). The direct link:

You can strip out most of the digital stuff from the schematic that forms
the quantizer, and the rest works great.
