Well, there certainly seem to be quite a few sites devoted to the TB-303,
and many of them seem to have samples for downloading:

If you're after a free sample of a TB-303 I do believe Roland no longer
make them.
If its for components to make a clone, then I think you'll only stand a
chance of getting free samples for new special chips---you're unlikely to
get any free samples of a 741 these days. Companies give out free samples
as a marketing cost, so they'll only be interested in giving out new and
exciting chips, rather than the old back-catalogue stuff.
Then again, Maxim are usually a good bet and are usually quite happy to
give out free samples of a few cheap items (don't bother asking for a tube
of MAX105's..you'll get a polite "no" unless you're a big company ready to
buy them in quantity).
Even better, if you're a student Maxim won't even bother sending round a
sales rep as they are quite happy to support student projects (I got this
tip from a Maxim sales rep---they like to get the Maxim name in students'
heads before they go out into industry and specify Maxim products, just
they used at uni!). But again, avoid the expensive chips as you'll get a
"no".
