Best way, or easiest!  Bigga difference there.

How about best of the easy:  Just use a 5 volt regulator with a filter cap
form the ground  to the output pin.

Depending on the circuit it's going into, expect a zener to last somewhere
between 0 to 2 seconds before it pops.
