There was a "voice transpose" circuit in Elektor a few years back.
The circuit was pretty simple but based on a special purpose IC designed for
use in toys.
While the separate IC maybe hard to get the toys are not.
Like those "karaoke-microphones" that let a 6 year old rap like the most
dangerous gangster (chipmunks also included)
Getting one of these toys might be your easy option.
Just rip it apart and interface to line level.
