[sdiy] really basic question .. tolerance

I always assumed it was like: 99,5% of the 1% resistors are within 1% range
of the listed value.
Almost all tolerances work like this, popular percentages are 95% to 99,8%.
If the tolerance % was a hard border the manufacturer would have no choice
but to test _all_ resistors for their value.
