Yes... its 'safe' to substitute Electrolytic caps
for Tantalum.  Usually (because of higher ESR) you will want
to substitute a larger capacitance value...

and Electrolytics have more series inductance (usually) so bypassing
the lytic with a small (.01 - .1uF) ceramic is a good idea as well.

Higher, but not lower voltage caps can be used.
