I make rails from 2 pieces of aluminium. L-shaped one, 10x20x2mm, bolted together with 5x15 bar laying in the corner of L.
Then I drill holes in this bar and make threads for screws. Actually I predrill all 84 holes of 19'' frame to about 3mm so it looks cool. Only some of those are then drilled to about 15mm and threaded.

Making 3 frames (6 rails) cost me maybe 10EUR in material and another 10EUR in broken drills and threaders ;)
