Drill press and stepper drill bit. First punch and drill 2mm holes.
That gives me about 0.5mm displacement error usually, no worse
than 1mm anytime.
Drilled panel is already silkscreened so I know exactly where to
drill. Earlier I printed the layout on paper and glued to the panel.
