All of the PowerOne supplies I have used have trimmers inside to adjust
output voltage.  I don't remember exactly what the silkscreen said, but
there is text similar to "+12V Output Adj" or "V+ Output Adj" right beside
the trimmer.  

There are trimmers for both the positive and negative rails.  Just connect
your voltmeter to the output, and adjust the trimmer until it reads 15.00V
and repeat for the negative side.
