I actually have something that comes pretty close to this description - a Tom
Scholz Power Soak.  Basically it's an array of heavy duty resistors inside a
vented metal box with a selector switch on the front.  You placed it between the
head and speaker of your amplifier, and you'd get that 'Tom Scholz' sound
(sustain, distortion, feedback) with your guitar without the excessive volume.
