[sdiy] cheap LM13600 for everyone

while i tried and failed to get some of these chips, the reality is that i
didn't really need any either. i just know ota chips are useful for what we
do, and i'm sure i would have found a use for some of them.

but now there are going to be a few laying around our community, i'm sure if
i ever need one or two, i know where to start looking.

but i live in the most isolated capital in the world, so i'm used to missing
out, or paying prices others would consider extortion.

at least i still have beer ;)
