1816... I think that's bad news. I remember buying 3 cards at a
computer swap years ago. Withing 6 months, all were DEAD. I do remember
other herky jerky problems with them before they crapped the bed. I
cannot remember the "brand name" of the cards, but I do remember the
chipset number.
I'd get a different sound card. The system isn't all that slow, it
should work with a decent card, especially if you don't have other
programs running (I also do a fresh boot for these things).
