Victoreen Instruments and Welwyn are/were two manufacturers of very 
large value resistors (much larber than a Giga-ohm...up to at least 
10^15 ohms...) primarily for use in ionization chambers for radiation 
detection and for use in electrometers. The resistive element is sealed 
in a glass tube.
