Peter,
Your machine wasn't fooled, most probably, because the individual sockets
for each prom are "decoded" individually. You could "OR" the "Chip Select"
for each socket with diodes and use this to select your 2716 part (also make
sure the -V for the 2708 does not propagate to the 2716).
