As far as writng programs for the 8700, you will need to find a book on how 
to program the 6502.  The 8700 actually uses a 6503, which will only 
address 4K of memory.

There should be some proms, however, on the CPU board that contains the 
code already, however.  Normally, there were two proms.  The one at the top 
of memory contained the "monitor" program, and then a second one contained 
the code for operating the keyboard functions.  However, making the various 
programs run is not simple or straight forward, unless you have the 
manuals.  In fact, I cannot remember how to do it myself.

I still have my keyboard, the only thing I have left from my 4700 system, 
which I am gradually restoring.  The CPU board uses 1702A eproms which you 
will find nearly impossible to find, these days, and even more impossible 
to program (they required a 90 volt supply to program).  I modified my 
setup by replacing the 1702As with a single 2716....although, that part is 
pretty difficult to find these days as well, but at least you can still 
program it.

Back to programming...you should be able to find cross assemblers for the 
6502 on the internet fairly easily.  Just pick one.  It will make your 
coding easier.  Also, check my website below, I have some of the mods I
