Hiya Linium

Bass pedals in organs seldom exceed 2 1/2 - 3 octaves

Most portable pedals are 1 - 1 1/2 octaves.

You can play with whatever part of the foot you want... but
classical technique is indeed heel and toe, as you noted.

You should see some good organist play with both feet...and
really fast !!!
