It's fairly easy to write simple VST plugins, and the SDK is free as
in beer (not speech). It's possible to use a range of compilers with
this, the choice would depend on cost and what kind of IDE you are
happy with. There are GNU C++ variants (free), Visual C++, Borland
stuff (Delphi, C++ Builder)... (all cheap in the non-optmizing basic
versions).
