 Shorted or leaky tantalum capacitors pulling the power supply down almost certainly, it is epidemic with ARP's as they get older, all tantalums in ARPs' should be replaced as a matter of routine by now. There are a couple on the power supply itself, but usually the ones on the 3 main boards next to the power connectors go first. If you unplug the 3 power connectors to the boards and then power up you will probably find the power supply comes back up to spec unless it is one of the 2 on the PSU itself. Replace the lot.
