Not too sure if this will work....I might have the division of by 1...you 
might have to change the preset input to U1...also it could be off by a 
whole lot...the 161 is an up counter, and generally it is "easier" to do 
this with a down counter, but the 169 is not availiable in HC logic...also, 
I hope I got the polarities correct on all the inputs...
