Hi again,

Further thought should be given at the entire biassing of the circuit. 
As drawn the OTAs run from symmetrical supplies whereas the 4069 does 
not. So either set up the ground references for the OTAs, dividing 
resistors and ppamps of the filter core to be Vcc/2. Or power the 4069 
from +Vcc/2 to -Vcc/2.
