XFig can export HPGL (via transfig). OTOH, I'd be more inclined to just 
write the HPGL commands myself (it's all ASCII), at least if coordinate 
transformations are supported by the engraving tool. In that case you 
can simply create a library of standard elements, then prefix with the 
requisite transformation command and paste the element's command 
sequence.
