Line 6 is apparently contemplating the idea of allowing 3rd parties to develop and sell (license?) algorithms for their Tone Core pedals. The knob interface and ROM of the Tone Core pedals is a unit that can be removed from the basic Tone Core chassis. The DSP is a Motorola 56364.
Not really DIY, unless you run a company that produces commercial effects. Also, not sure what the manufacturing/profit model is.
As far as DSPs that can overcome the A/D and D/A problems, take a look at the upcoming ADAU1701 DSP from Analog Devices:

I haven't used this DSP, but I have seen it demoed at AES, and it seems like it might be useful for simpler digital audio applications. It has 2 ADC and 4 DAC on chip, so all you need is EEPROM and a crystal and you are up and running. Not sure if it will have an external SRAM interface or not - you would need it for any delay applications beyond chorus/flanger territory. The development tool, SigmaStudio, is like Max/MSP, if Max/MSP wasn't ugly as sin.

This opens another question though... are there any bits
of gear that people have re-written operating systems for?
Some people (NOT me!) are hot on programming, but stopped
by the not inconsiderable a/d d/a interface hurdle.. maybe there are some
cheap audio fx units that are useful as a DIY DSP platform?

I just bought the newest version whammy pedal the other day and it seems to have a design "feature" (flaw) that I didn't expect. In the harmony modes there is no way to get a 100% wet signal. Does anyone know of any mods for the whammy pedal to provide the 100% wet signal? Is it hopelessly SMD and complicated in there? I am hoping to hear from someone who has poked around inside a whammy pedal before I decide to void my warranty. I bought it new and I can still return it.
