I've run AMDs and Cyrix with no fans for years, they are great for that. My
latest experiment was an Athlon 64 mobile with an Opteron copper heatsink with
no fan (tricky as there is no heat spreader on the A64 mobile core). Even better
is the Via mini-itx, you can get fanless operation on those and in a footprint
small enough to hide inside a vintage keyboard. There are many fanless power
supplies that provide plenty of oomph for those.
