According to the Xilinx site, the EDK is US$495 *per year*. It's an
annual license, with "archival use" permission after you stop paying. Ouch.
It's possible that the software prevents the creation of new projects
after the year runs out, but that's not mentioned on the Xilinx license
agreement.
