Absolutely.
In fact, if you make a mistake with the artwork & have to 
rescreen it, you can only get the ink off by sandblasting the 
ink and powdercoating back to the bare metal and starting again.
At least, that's what my supplier tells me....
(yes, you can screen a solid color over the mistake, but this
leaves ridges where the original ink is).
