Rail to rail opamp isn't needed. The clamping 
circuit you suggested is a better idea, imho

For the record I don't use the rails for a voltage
reference in the VCO... so I'd rather not rely on
+/-15 to be accurate or symmetrical. Maybe thats why
I havem't said "78xx regulators suck"...
