He means it won't even boot which means he either has the probes hooked 
into ohms/volts instead of 'amps'....or there's something screwy about 
the meter (probably the fuse is blown.  Meters usually have internal 
limiting fuses of 10A or something and somebody probably shorted it and 
blew the fuse) -Bob
