howdy,

 There are plenty of off-the-shelf nylon and other
plastic gears that fit your description. Cut a half
moon notch with a hole saw and bob's your uncle. You
may want to set up a spindle on a belt or disc sander
to smooth the geer teeth slghtly.. Just a thought.
