Hi Don,
Neopolys should work both approx mode that exact mode. However, the
Laplace transform (->L) of cos(2*t+3) -> (1. 0.)/(1. 0. 9.), i.e.
x/(x^2+9),is incorrect. 
Indeed LAP(cos(2*x+3))=(cos(3)*x-2*sin(3))/(x^2+4).
