can someone describe doing a rom update?

Best is to read the word document that comes with the zipped archive.
 Basically, it depends on whether or not you want to manually replace
the   equation library(s) or have the update process do it for you. 
For instance, I used hp49g-ws and deleted and reinstalled the 2.10.7
compatible equation library by myself.
