Could it be that the preset is made with only one scene.
To test it out; Try and to copy from scene to scene.   With a scene 
selected (eg. scene1). Press the store button and then Press and hold 
the scene you want to copy to. ( here Scene2)


or Could be that the Init/saw you here is intended to be used by the mod 
wheel.
