The Local Off/On setting is save at the Voice level not the Scene level
so in theory you can't have one Scene act as a Controller and another as
a Tone Generator.  At least that's how I understand it. Have you tried
it in Split or Dual mode with the scenes on separate MIDI Channels and Local=Off?
