Well, I think the M-audio cards are great value, but I would recommend RME. They make great products, and a second hand digi 96/8 together with an Alesis AI-3 interface (8 in/8 out <-> ADAT in/out) will give you 8 in, 8 out, stable, with low latency (6ms), at a very competitive price. Even better is the mighty hammerfall (digi 9652), which also can be had second-hand at rather nice prices since the release of the HDSP range. 3xADAT + SPDIF give you 26 simultaneous in/out at latency down to 1.5ms. Also, it has ASIO in hardware to take some of the burden off the processor. I am currently upgrading from a 96/8 PST to a 9652 hammerfall and another AI-3. Then I'll be able to mix and monitor everything directly in cubase, so I can ditch the mixing desk. Wonderfull!
